About the Position: This position serves as a Senior Healthcare Business Analyst within DHA's Assistant Director, Resources and Personnel Integration (AD R&PI) reporting to the Deputy to the Assistant Director, R&PI, and it is located in Falls Church, VA.
Relocation incentive MAY be authorized for highly qualified candidates.
Duties
Serve as a senior consultant and definitive Subject Matter Expert (SME) on Military Health Systems (MHS) and DHA policies, Military Treatment Facility (MTF) operations and healthcare financial data analysis to the AD R/PI.
Perform or oversee performance of statistical studies and complex retrievals of medical data for stakeholders at all levels from Defense Health Agency (DHA), the Department of the Army, Air Force, Navy, other health providers and staff agencies.
Provide consultant services to other organizations requesting complex data extraction and analyses to include Military Health System Mart (M2) or Medical Data Repository (MDR) Data queries and SAS programming questions.
Perform or oversee performance of impact analysis of various organizational structures, cultures, business processes, personnel policies and medical information systems usage in wide ranging functional data quality areas.
Lead cross-functional teams of specialists from DHA to validate or establish network and MTF proficiencies in the stewardship of health care resources, increase quality and patient safety, and refine the processes that support and manage resourcing.
Provide healthcare analysis in support of senior level working groups involved in a variety of work associated with DHA strategic business/organizational planning, corporate metrics/benchmarking, patient satisfaction, project implementation matters.
Retrieve corporate performance data from a variety of MHS data query tools to include the MDR, M2, the TRICARE Operations Center (TOC), and other MHS systems.
Provide alternatives and recommend courses of action to the AD R/PI after validating the estimates, projections, forecasts, and conclusions of the studies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position may be subject to pre-employment screening and random drug testing. Selectees may be required to consent to participation in random drug urinalysis testing.
- Approximately 10% travel may be required. Travel may involve local and/or overnight.

Specialized Experience: One year of specialized experience which includes includes 1) analyzing healthcare data to determine the efficiency of health care delivery program operations; 2) assisting in the performance of statistical studies of medical data; and 3) utilizing specialized analytical, statistical, or visualization tools/software to provide data analysis for the decision-making process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
