The primary purpose of this position is: To serve as Chief, Healthcare Risk Management (HRM) Operations with primary responsibility as the Air Force Medical Service (AFMS) representative to the Department of Defense (DOD), Defense Health Agency (DHA) and other federal agencies for the Air Force Healthcare Risk Management program, policies, and processes.
Duties
Directs the implementation and management of the Healthcare Risk Management (HRM) Program across the AFMS Enterprise.
Directs the management of Adverse Events (Potential Compensatory Events (PCE), Active Duty Deaths and Disability cases) across the AFMS Enterprise IAW DOD, DHA and other Federal Agency policies and regulations.
Directs the implementation and management of Clinical and Administrative and Criminal Adverse Actions.
Exercises supervisory personnel management responsibilities.

- May occasionally be required to work other than normal duty hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- A bachelor’s or graduate/higher level degree- major study in an academic field related to the medical field, health sciences, business or allied sciences appropriate to the work of the position is highly desired.
- Ten years of HRM program experience is highly desired.
- Certified professional in Healthcare Risk Management is highly desired.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Health System Administration Series 0671
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field that was attained in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Additionally, experience involving a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the missions, organizations, programs, and requirements of healthcare delivery systems and the relationships involving Healthcare Risk Management, and other Clinical Quality Management Programs to include Patient Safety, Compliance Standards, Clinical Process Improvement, Credentials and Privileging, Chief Medical Office/SGH programs, throughout the Air Force Medical Service enterprise.
2. Knowledge of applicable healthcare regulations, policies, directives and statutes from NDAA, MHS, DOD, HHS, DHA, AF, AFMS, and AFMRA; United States Codes, Federal Legal requirements, Accreditation standards, Department of Defense and Defense Health Agency policies and regulations.
3. Knowledge of claims management and judge advocate claims investigatory processes (e.g., potentially compensable events) to include knowledge of medical liability, patient policies, and a wide range of administrative laws, regulations and standards associated with the administration and adjudication of claims.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Skill in information management systems to execute the Air Force Medical Service healthcare risk management activities
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to gather, analyze, and make recommendations based on complex and diverse data. Ability to effectively communicate orally and in writing to conduct education sessions and to communicate with personnel from HQ AF leadership down to MTFs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
