The primary purpose of this position is to provide executive support, plan daily operations, analysis, and staff advisory services. Communicate Commanders vision and philosophy to staff; conduct processes, provide innovative expert analysis, improve mission effectiveness and resource efficiency and prepare reports and provide analysis work to resolve administrative tasks.
Duties
1. Supports the Commander Deputy Commander, Director of Staff and Directors. Provides critical analysis and brainstorming on issues of interest to senior leadership.
2. Serves as the advisor on programs and initiatives within the group. Maintains cognizance of the effectiveness and status of Commander programs and activities by reviewing program status documents internal metrics and overall productivity reports.
3. Updates staff on conferences including analysis of topics covered potential problems and recommendations.
4. Plans organizes and executes complex programs meetings and visits from senior government representatives, senior foreign government representatives and wing commanders.
5. Uses multiple office automation software with varied functions to produce a wide range of documents that often require complex formats such as graphics or tables within text editing and reformatting electronic drafts and updating or revising existing databases or spreadsheets.

- Work may occasionally require travel away from the normal duty station or military or commercial aircraft.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) Developing new or modified work methods management processes and or program administration procedures; (2) Applying conventional methods to gather, analyze, and evaluate information concerning management processes, draw conclusions and recommend appropriate action; (3) Using office functions and commitments of supervisor and staff to prepare and review correspondence to screen telephone calls and visitors to maintain supervisors calendar and to perform either substantive or administrative work of the organization; (4) Utilizing various office automation software (Word, Excel, Access, and PowerPoint), tools and techniques to support office operations and produce a variety of documents such as letters reports spreadsheets databases and graphs.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) Analyzing and measuring effectiveness, efficiency, and productivity of administrative and technical programs; (2) Assessing programs/projects, analyzing findings and making recommendations on substantive operating programs; (3) Preparing staff reports, briefings and skill in organizing and delivering presentations to managers; (4) Managing supervisor calendar such as arranging and scheduling appropriate office calls, meetings, briefings, roundtable discussions, luncheons, and social events and organizing and planning mission critical and key leader engagements for the supervisor and supporting staff.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, functions and processes of management to identify analyze, and recommend solutions to problems or to develop planning guidance. Possesses specific knowledge of pertinent laws regulations, policies and procedures which affect the use of program and related support resources.
2. Knowledge of organizations functions of military units, DoD and U.S. government agencies, and protocol procedures that apply to military and civilian leaders. Knowledge of managing and direction the day-to-day operations of an organization and providing advice and guidance.
3. Skill in written and oral communication to prepare briefings or recommendations to managers and negotiating solutions to disputed recommendations for the purpose of working effectively with civilian and military personnel at the highest command levels. Use judgment in problem solving.
4. Ability to type, compose and/or edit professionally written communications with knowledge to correct grammar spelling, punctuation, capitalization and format to accurately prepare and edit written correspondence and reports.
5. Skill in organizing and delivering briefings to encourage understanding and acceptance of findings and recommendations. Ability to locate assemble and compose information for reports inquiries and non-technical correspondence using various office automation software programs, tools and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
6. Ability to negotiate complex issues and maintain good working relationships. Utmost tact and diplomacy are required to meet all requirements and ensure all contacts are handled appropriately.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
