This position is part of the National Archives and Records Administration. This position is assigned to the Equal Employment Opportunity Office. The office is assigned directly to the Office of the Archivist and provides EEO program management and related services for the entire NARA.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Equal Employment Specialist, you will:
- Serve as the Disability Program Manager (DPM) and is primarily responsible for the development, implementation, and operation of the Agency's Disability Program.
- Facilitate the procurement of assistive technologies through the Computer/Electronic Accommodation Program (CAP) and coordinate all associated procurement activities.
- Prepare correspondence concerning employment opportunities for the disabled and responds to inquiries regarding building accessibility, reasonable accommodation/technical assistance raised in inquires or requests.
- Identify, develop, and present strategies to resolve employment barriers of persons with disabilities and disabled veterans.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
- Applying Equal Employment Opportunity (EEO) laws, regulations, policies, procedures; AND
- Providing technical guidance addressing Equal Employment Opportunity (EEO) statutes, regulations, guidelines, and requirements; AND
- Preparing a variety of narrative and statistical reports outlining complaint activities and other special reports as needed.
OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
- Applying Equal Employment Opportunity (EEO) laws, regulations, policies, procedures; AND
- Preparing a variety of narrative and statistical reports outlining complaint activities and other special reports as needed.
OR
You may substitute education for specialized experience as follows: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09level for 52 weeks.
For the GS-09, you must have been at the GS-07 level for 52 weeks.
Education
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
