Duties

Serves as the Supervisory IT Specialist for the assigned Program Management Office (PMO) exercising a broad responsibility for executing the technical and organizational activities for the assigned J62 branch. Strategic planning, organizing, directing, and evaluating technical activities required to support the technical environmental software support functions, applications, and new IT capabilities and associated IT mission activities arising from them. Supports J62C by providing advice, assistance, analysis, and support related to the identification, research, acquisition, development, integration, infusion, delivery, and sustainment of information technology. Manages the development of applications and provides information to leadership related to unit function and mission of J62 portfolios, other J6 IT initiatives. Overseas, leads and coordinates discussions concerning technical strategies, requirements, and application management for systems supporting DLA Enterprise Business Systems (EBS) and other core J62 business systems. Advises senior Program Executive Office (PEO) management officials on identified, various ways forward, utilizing the results of the program studies and analysis, which directly aids in the accuracy and efficiency of the assigned program(s).

Qualifications

To qualify for a Supervisory IT Specialist (APPSW/SYSANALYSIS), your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in- grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Uses application programming interfaces (API's) and in Agile and hybrid low-code application development to support Low Code/ No-Code Development Platform models. Identifies, tracks and assesses standard metrics for environmental software support processes. Provides guidance to subordinates and ensures support is provided in technical and management reviews and in Request For Proposal (RFP) development for acquisition of hardware, software or services. Designs comprehensive surveys and studies involving the formulation, coordination, and implementation of long-range plans and enterprise programs. Directs in-depth analysis and investigations of specific process issues. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial);makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
