About the Position: Serves as Program Manager in support of the Command Team Enterprise (CTE) with responsibility for executing all Headquarters, Department of Army (HQDA), HQ Training and Doctrine Command (TRADOC), and HQ Combined Arms Center (CAC) approved initiatives associated with training, education, and support of command teams throughout the life cycle of command.
Duties
As a Command Team Development Program Manager, you will perform the following duties which is not an all-inclusive list:
Oversees the review, collaboration, and synchronization of all Programs of Instruction (POI) for all Phases (I – III) of the Command Preparation Program and ensures educational soundness and compliance with HQDA and TRADOC guidance.
Analyzes applicability of proposed initiatives for inclusion in the Command Preparation Program by developing, reviewing, and recommending revision of Army policies that affect the CTE.
Manages review of doctrinal, organizational, and educational documents to evaluate impact on the Army-wide CTE. Analyzes effectiveness and conformance to published guidelines.
Provides cost estimates to the budget process for the research activities and writes Performance Work Statements (PWS) and heads the evaluation of contract proposals for the conduct of command research.
Ensure performance plans clearly document how the expected outcomes and results are linked to organizational goals, objectives and monitors and provides timely performance feedback throughout the appraisal cycle.

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized experience: One year of specialized experience which includes experience analyzing the design and development of adult educational and training programs; ensure educational programs are consistent with operational guidance; AND developing plans and concepts that optimize educational strategies.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the experience and education requirement to qualify. There is NO substitution of education allowed at this grade level.
