You will serve as a PROGRAM ANALYST in the G8 DIVISION of MARCORPS NATIONAL CAPITAL REGION.

Duties

You will serve as the expert Senior Program Analyst; the incumbent provides critical civilian continuity and analytical depth to the Program Development process within the Logistics Division's, Programming and Budget Section You will provide essential continuity to the Logistics Division's Programming and Budget Section in order to ensure that recommendations from program analysts and external agencies are rigorously analyzed during the program development process. You will analyze Marine Corps program and resources strategies at the action officer level for potential effectiveness based on experience, personal contacts, and continuity built with Program Managers, Developers and Coordinators You will be required to mentor and train analysts within the Program and Budget Section in furthering their program analysis skills.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, programming and budgeting for large Military Installations; analyzing large programs during the programming and budgeting phase of the PPBE cycle and to prepare the Program Objective Memorandum for the budget phase; interpreting, assess, project and brief potential impacts of the planning and programming phase for Installations, and understand and apply OMB guidance and other guidance within and across agency lines and Departmental guidance; collaboratively within and outside the command to justify increases/decreases in the POM throughout the planning.
