Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Air and Marine Operations, Mission Support, Budget Execution, located in Washington, DC.

Duties

This position allows you to use your knowledge and experience advising on budget requirements for all phases of work concerning the budget cycle, and to supervise personnel responsible for managing and accounting for the assets of the program. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) with promotion potential to $181,216 (GS-14 Step 10). In this position, you will serve as a Supervisory Budget Analyst, providing planning, financial and technical leadership for the development of the AMO budget. The incumbent ensures the effective integration of program and budget planning, budget and execution. Analyzes the budgetary impact of new or revised legislation, policies, procedures and guidance. Develops Air and Marine Operations budget policies based on interpretation of circulars, directives, and regulations issued by OMB, DHS, CBP, and OA decisions. Performing a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for AMO. Projecting and analyzes the potential effects of budgetary actions on program viability and the attainment of program objectives. Developing proposed appropriation language in support of new or revised program and budgetary requirements. Providing planning, financial and technical leadership for the development of the AMO budget. Analyzing the budgetary impact of new or revised legislation, policies, procedures and guidance.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Formulating budget appropriation process; developing organization-wide budget policies, procedures, and guidance materials Analyzing legislative and regulatory proposals and budget requests Providing technical assistance on budget formulation, budget justification, and budget presentation Researching and developing planning methods and procedures Conducting studies relating to planning, budgeting, management and evaluation of the whole range of an organizations budget program and operations.
