You will serve as a Program Analyst in the Lifting & Handling Department of PSNS and IMF.

Duties

You will plan, schedule and conduct studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations, and program effectiveness, associated with Quality Analysis programs. You will collect, review, evaluate and analyze Quality Performance System data such as: deficiency reports, discrepancy logs, audit action records, rework reports, and other inspection verification reports and data. You will gather, assess, and analyze data to determine the effectiveness of programs within the department. You will identify trends and indicators of non-compliance or problem areas with established programs. You will coordinate continuous process improvement initiatives as assigned, and, coordinates department level audit responses. You will make recommendations on appropriate actions to resolve instances of program non-compliance and reverse adverse trends. You will conduct program compliance surveillances. You will prepare and issue a weekly, quarterly and yearly assessment report for all established programs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work requires some walking, standing, and carrying of light weight articles, occasionally work is performed in industrial areas of the shipyard including aboard naval ships and in dry docks.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting management by gathering data from multiple sources to support the analysis of program operations for efficiency and compliance with applicable rules and regulations. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing program data for organizational performance, operations, or manpower and personnel status to make recommendations for improvement of efficiency and productivity for an organization. Completion of a master's or equivalent graduate degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)
