The primary purpose of this position is to manage administrative, personnel and financial programs and a variety of other administrative functions associated with Clinical Sciences R&D Service. The incumbent will have as his/her primary responsibility, the provision of evaluative information to the CSR&D Director/Deputy Director, facilitating effective management of the CSR&D Service, including finance, space, and other administrative program needs.
Duties
Major Duties:
Participates in the development of long and short range plans, goals, and objectives for the CSR&D service.
Keeps the Director/Deputy Director informed of significant activities.
Evaluates the effectiveness of the administrative policies, procedures, and management practices; and recommends appropriate adjustments or alternatives.
Works with ORD Senior staff and ORD Finance to ensure that the CSR&D administrative, personnel and financial programs are appropriately interfacing with ORD.
Serves as the Administrative Officer and Position Management Coordinator for the CSR&D service.
Responsible to the Director/Deputy Director for FTE utilization, work organization, performance standards and evaluations, training, disciplinary actions, and awards.
Sets priorities, coordinates work operations, develops internal procedures to ensure that employees are informed of all aspects of administrative personnel and financial programs, interviews candidates and makes selections for positions, evaluates the performance of employees, approves personnel actions, recommends disciplinary actions, with supervisor input, approves and disapproves leave, and formulates training plans for employees.
Assures that all requests and justifications for staffing are in accordance with FTE and financial allowances determined in the budget process.
Travels to CSR&D national scientific meetings, ORD professional conferences and VA special events to promote CSR&D/ORD research.
Represents the Director/Deputy Director, CSR&D at meetings with VA and other government agency officials.
Work Schedule: 8:00am - 4:30pm EST

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Responsible for ensuring compliance with applicable public laws, executive orders, federal regulations and established VA policies and directives.
2) Works with executives and managers of other organizations, both within and outside VA to resolve mutual problems or areas of concern.
3) Interviews candidates, makes recommendations for hiring, coordinates employee performance oversight, and formulates training plans.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, or small parts. No special physical demands are required to perform the work.
