This position includes daily interaction with the members of the facility Executive Leadership Team (ELT), their Executive Assistants, Secretaries and Service Chiefs; administratively responsible for the daily operations of the Director's office; provides professional leadership, advice, guidance, and authoritative consultation for the hospital staff; serves as a liaison for the assigned ELT member; oversees processes to ensure a smooth flow of communication between the leadership and staff.

Duties

Advises and instructs administrative personnel in all GCVHCS Services concerning such matters as directives, reports, correspondence, and telephone procedures. Experience in programs of the hospital as they relate to the hospital's clerical and administrative functions. Experience with administrative concepts and practices sufficient to recommend changes in administrative policies. Knowledge of budget. Demonstrates knowledge of technical terminology peculiar to the professional fields, as well as administrative fields represented at this medical center, in order to prepare correspondence. Experience working in a health care setting and ensuring that work meets the organizational mission. - Supporting a healthcare operation or program to ensure federal and organization regulations and standards are met. Analyzing operational or program issues and making recommendations while taking into consideration the full range of factors which affect the healthcare delivery system. Experience managing and tracking budget to include inventory of supplies and equipment necessary to run a healthcare program efficiently. Skilled in effective communication with a wide range audience both orally and written to express complicated information in an accessible format. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement . Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to meeting time in grade requirements, you must also meet the following minimum requirements for the grade level that you are applying. To qualify for this position, applicants must meet all requirements by the closing date of this announcement . GS7 Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Specialist - Advises and instructs administrative personnel in all GCVHCS Services concerning such matters as directives, reports, correspondence, and telephone procedures.- Experience in programs of the hospital as they relate to the hospital's clerical and administrative functions.- Experience with administrative concepts and practices sufficient to recommend changes in administrative policies.- Knowledge of budget.- Demonstrates knowledge of technical terminology peculiar to the professional fields, as well as administrative fields represented at this medical center, in order to prepare correspondence. OR Education: Successfully completed 1 full year of graduate level education or superior academic achievement (transcripts required). OR Combination of Specialized Experience and Education: Combination of successfully completing 4-years of study leading to a bachelor level education and specialized experience as described above to meet total experience requirements. (transcripts required). To qualify for this position at the GS-9 level, you must meet one of the following: GS9 Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Specialist. - Experience working in a health care setting and ensuring that work meets the organizational mission. - Supporting a healthcare operation or program to ensure federal and organization regulations and standards are met. - Analyzing operational or program issues and making recommendations while taking into consideration the full range of factors which affect the healthcare delivery system. - Experience managing and tracking budget to include inventory of supplies and equipment necessary to run a healthcare program efficiently. - Skilled in effective communication with a wide range audience both orally and written to express complicated information in an accessible format. OR Education: Successfully completed master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related (transcripts required). OR Combination: Combination of specialized experience as described above, and 1 full year of graduate level education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (transcripts required). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work in sedentary. No special physical qualifications required. It requires sitting, walking, bending and carrying light items such as books, papers and files. Work is performed in an office setting.
