Duties

You will be concerned with the formulation of budget and cost estimates to support plans, programs, and activities. You will analyze and recommend cost and benefits of alternative methods of financial management of organization's programs and administrative operations. You will implement legal and regulatory controls over approved budgets and provide advice on effcective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience at the next lower grade would be demonstrated by: (1) Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity. (2) Analyze, evaluate and review budget and program issues and financial data and report using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations. (3) Prepare, review and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions. This position is within the Work Category-Professional at Work Level-Full Performance, Series 0501 and Grade GG-11. Education

At a minimum, all CES employees in the Professional Work Category require a bachelor's degree or equivalent experience. Some groups in this category, however, may have a positive education requirement that cannot be replaced with experience, such as a requirement for a particular type or level of an academic degree.
