You will serve as an INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) in the Managed IT Services (N65), Information Technology Command & Control (N6) of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will oversee the development of an information technology (IT) budget to ensure requirements are allocated funding.
You will coordinate the installation of new information technology (IT) products to ensure seamless implementation.
You will perform life cycle maintenance planning and analysis of information technology (IT) systems for optimal performance.
You will manage an information technology (IT) project's resources, project activities, and risks to ensure project remains on schedule and within budget.
You will develop resolution processes for information technology (IT) system malfunctions.
You will write guidance for the application of cyber security policies, principles, and practices.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 75 within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Planning, developing, and coordinating communications programs and strategies to accommodate IT program specifications to meet communications requirements; 2) Reviewing and amending IT plans and policies to respond to changes in the organization's business requirements and processes or changes in legislation or regulatory requirements; 3) Standardizing, aligning, synchronizing and developing IT frameworks to link systems, applications, processes and multiple users; and 4) Functioning as project manager to initiate, plan, execute, monitor, control and close complex IT related projects. Your experience in the information technology field must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area (75) and as a condition of employment the incumbent of the position is required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:
1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
2. Participate in a continuous learning (CL) program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development (IDP) signed by both the employee and supervisor.
