This position is in the International Cooperative Administrative Support Services (ICASS) Service Center, Bureau of the Comptroller and Global Financial Services (CGFS). The ICASS Service Center is an interagency staff office responsible for implementation and oversight of the ICASS system and for providing abroad range of financial management, information systems, and customer services that support ICASS system operations at overseas missions worldwide.

Duties

Serves as a senior advisor to the Director of the ICASS Service Center, members of the ICASS Executive Board and Interagency Working Group, financial management officers and other program officials in agencies participating in the ICASS system. Attends meetings in other organizations to present information and respond to questions and concerns about the ICASS system. Serves as the senior subject matter expert for ICASS data. Oversees the planning, development, and organization of performance reviews and assessments of the ICASS system.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.    NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in providing advice and resolving issues related to shared administrative support policies. Experience identifying and analyzing significant policy issues, developments and events impacting shared administrative services at overseas posts (e.g., building operations, motor pool operations, travel services, purchasing contracting and budget preparation). Experience analyzing shared administrative support system data to ensure cost-effective services. Experience collaborating with multiple United State Government (USG) agencies on shared administrative support services at overseas posts. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-15 position.
