About the Position: Serves as a Program Analyst for the Joint Activities located at Fort Liberty, North Carolina.
Duties
Review, revise and/or edit narrative and quantitative data to ensure accurate and consistent justification of Program Objective Memorandum (POM) issues.
Develop recommendations and present program resource briefings to senior decision-makers.
Direct and oversee the formulation and submission of the Command’s Program Objective Memorandum (POM).
Serve as the Command expert in the Department of Defense (DoD) Planning, Programming, Budgeting System (PPBS).
Analyze Resource Management Decision (RMDs) issued by OSD and advises the Comptroller and appropriate program manager of potential impact on specific functional area.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires the incumbent to obtain and maintain the Financial Management Level 2 Certification.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450.

Specialized Experience: One year of specialized experience which includes reconciling annual budget and program reports for Program Objective Memorandum (POM) input; managing financial input for appropriations such as military pay, military construction, and/or operations and maintenance; formulating program resourcing for use in Program Objective Memorandum; and utilizing quantitative data in drafting budget justification narratives.
