Duties
Assists the HR Officer in implementing official Nonappropriated Fund (NAF) policies, regulations and directives. Provides the full range of personnel services for managers and employees. Performs extensive technical and specialized work in the areas of staffing, pay administration and classification, training, labor-management relations, management-employee relations, awards, benefits, and regulatory compliance. Provides guidance, advice and assistance to managers, employees, and candidates for employment on a full range of services such as personnel policies, administrative regulations, employee rights and services. Oversees the work of assistants and provides technical guidance. Ensures the proper maintenance of the automated database and office files and records. Performs other duties as assigned.

Qualifications
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
MINIMUM QUALIFICATIONS:
1. Progressively responsible human resources experience which demonstrates an acquired knowledge of the theories, principles, practices, and techniques of at least two functional HR areas ( e.g. staffing, classification, management employee relations, training, labor relations).
2. Demonstrated knowledge of objectives, principles, and procedures of civilian personnel management
3. Demonstrated ability in performing office automation functions using Microsoft Word, Excel, Power Point, Outlook, etc.
All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. HIGHLY QUALIFYING CRITERIA INCLUDES:
1. Demonstrated proficiency in using the Defense Personnel Data System (DCPDS), to include ALL of the following: Processing a wide variety of personnel actions, researching actions to resolve discrepancies, and conducting database maintenance.
2. Demonstrated proficiency in using the USA Staffing interface to build vacancies and assessments, review candidates, and complete the referral process.
3. Demonstrated professional experience and knowledge of objectives, principals and procedures of NAF (Non-Appropriated Fund) civilian personnel management.
4. Possess a minimum of six months experience as a Human Resources Specialist, NF-04.

Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy.
