This position is located in the Federal Communications Commission, Public Safety & Homeland Security Bureau, Operations and Emergency Management Division, High Frequency Direction Finding Center (HFDF) in Columbia, Maryland.Relocation expenses will not be paid. Duties

The incumbent performs "watch duty" and serves as a senior technical authority providing technical assistance and guidance to communication systems users to resolve radio interference complaints and problems; and collects radio signal analysis information.  Uses radio signal analysis equipment deployed throughout the United States to collect, correlate, and analyze, characteristics of radio signals involved in interference problems, distress or safety-related signals or other radio signals involved in other high priority activities such as law enforcement or national defense, to include HF, VHF, and UHF.   Collects radio signal analysis information; analyzes complaints, inquires, and comments from multiple sources; investigates compliances with the Commission's rules and regulations; and determines the appropriate actions utilizing FCC's remote high frequency network of radio direction finders and radio signal analysis equipment.  Develops definitive technical solutions concerning telecommunications system architectures, interoperability, expansion potential, and overall end-to-end compatibility and net centricity.  Interacts with public, licensees of various radio services, private industries, other government agencies, and representatives of foreign governments.  Represents the Bureau in meetings within and outside the agency.  Conducts formal and on-the-job training of co-workers, new recruits, clients, and USTTI participants.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.   Specialized experience: Applicant must possess one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service which involves 5 or more of the following: 1. Analyst with expert knowledge of high frequency communications technology, modulation techniques and transmission practices. 2. Operating a Departmental/Agency/Organizational network of high frequency direction finding sites/stations. 3. Conducting extensive analysis and investigation of high frequency interference and national security/public safety issues. 4. Initiating, planning, organizing and coordinating analysis on national security and emergency communications issues. 5. Documenting reports of interference from public safety officials and other licensees to various types of communications systems. 6. Preparing concisely written reports and presentations for decision-makers on complex topics and offering in-depth analysis and solutions. 7. Operating and managing complex automated systems for signal collection and analysis. 8. Troubleshooting, analyzing and developing system solutions for complex high frequency direction finding systems. 9. Experience working in an environment with rapidly shifting priorities or tasks, with the need to take prompt action, and report results to management.
