As a Budget Account Manager assigned to the Strategic Insights and Budget division of the Office of the Chief Financial Officer you will be responsible for various portfolio(s) supporting the following mission directorates: Exploration Systems Development, Space Operations, Science, Space Technology, Safety, Security, & Mission Services, Construction and Environmental Compliance and Restoration, STEM Engagement, and Office of Inspector General.
Duties
Serves as an Agency subject matter expert on all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process and make innovative and cost-efficient solutions to budgetary constraints.
Leads the development of the annual budget process applying Congressional, Office of Management and Budget (OMB), and Agency guidance in support of the OMB Submit and President’s Budget Request.
Provides authoritative advice/guidance to senior leadership, Center staff, and high-level officials on the full range/complexity of critical Agency budget program/policy issues.
Resolves the most complex financial problems regarding NASA programs and projects, including predicting and forecasting budgetary obligations.
Leads/directs team members in performing systematic assessments/implementation of management controls, financial/operating systems, and policies/practices affecting the financial condition and operating results of the Agency's entire budget process.
Interprets and integrates broadly stated guidance from the Office of Management and Budget (OMB), Congress, and Agency policy regarding budget formulation and execution activities.
Works directly with Agency leadership, Center senior leadership, and Program and Project Managers in setting objectives to meet short and long-term budget needs and to establish activity schedules to meet planned objectives.
Provides in-depth analyses of all elements of budget authority; including commitments, obligations, costs, disbursements, FTE, WYE, labor, travel, and procurements.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Participating in the Planning, Programming, Budget and Execution (PPBE) cycle including using various budget systems (e.g., SAP, BW, and associated budget tools);
Analyzing a variety of historical data to compare to current spending and trends for major national Agency programs which have significant interest to NASA officials to include making recommendations and implementing corrective actions to resolve budgetary discrepancies;
Managing a portfolio of budgets (e.g., multiple project and/or mission support organizations) to include preparing, justifying, and manipulating large budget data sets to assess budget formulation and report on budget execution performance.
