Duties

At the full performance level, the Human Resources Specialist will provide a variety of human resources management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, and human resources development. Typical work assignments will include: Process and review personnel action requests for accuracy. Ensure personnel actions and other Human Resources documentation are filed accurately and timely. Maintain and file Personnel Folders and HR records. Conduct initial reviews for security packages and ensures proper documentation. Determine proper processing requirements based on review and analysis of security level requested. Assist in administering the performance management system. Provide assistance in the administration of benefits programs. Utilize an automated staffing system to post vacancies and/or manage applications. Administer guidance on pay and leave. Produce a variety of written documents utilizing varied and advanced functions in several types of office automation software. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
  • You must be registered for Selective Service, if applicable.

Qualifications

GS-07: To be eligible at the GS-07 level, you must meet at least ONE of the following conditions, as defined below; Specialized Experience equivalent to the GS-05 level in Federal Service, Education, OR a combination of Education and Experience. Specialized Experience: Specialized experience is defined as performing administrative work which demonstrates a basic knowledge of human resources to include assisting senior HR specialists with recruitment actions; processing pre-employment packages; conducting onboarding of new employees; entering personnel and payroll actions into HR databases; performing human resources records management duties; and providing a general overview on Federal government employee benefits. Education: One of the following types of education in a related field (e.g., Human Resources, Business Management, Organizational Leadership, and etc.): one full year of graduate level education leading to a Master's degree or higher; or a completed Bachelor's Degree or equivalent with Superior Academic Achievement (S.A.A.) as defined by the Office of Personnel Management's Qualification Standards. Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
