About the Position: The Civilian Human Resources Agency (CHRA) is the organization in the Department of the Army responsible for providing civilian human resources support. As a part of CHRA, the Mobile District Civilian Personnel Advisory Center (CPAC) delivers human resources services to the civilian personnel customers of the Mobile District, U.S. Army Corps of Engineers. This position is being filled at the GS-11 and/or GS-12 grade levels.

Duties

Serve as a senior HR Specialist at the GS-12, applying the full range of civilian HR methods, principles and practices to advise on and/or resolve the full range of operational problems in the areas of recruitment and placement and classification. Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert federal civilian HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Advise management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs. Manage and maintain full visibility over all Request for Personnel Actions (RPAs) from cradle to grave. Analyze individual positions descriptions. Mentor and conduct informal on-the-job training for lower graded human resource personnel.

Providing civilian human resources advice and guidance to managers, employees and applicants; 2.) Conducting strategic recruitment discussions, job analysis, non-competitive staffing actions, creating and posting federal job opportunity announcements in order to perform end-to-end recruitment, reviewing and determining applicant qualifications, and referring eligible candidates for employment consideration; 3.) Researching and interpreting federal civilian staffing regulations and procedures; 4.) Using federal human resource recruitment software such as United States American (USA) Staffing; 5.) Maintaining and retrieving data from federal Human resources personnel systems such as Defense Civilian Personnel Data System Portal (DCPDS), Automated Stopper and Referral System (ASARS) an Electronic Official Personnel Folders/Appropriated Fund) ( EOPF); 6.) Processing a wide range of personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). GS-12 Specialized Experience: One year of specialized experience which includes experience in the areas such as: 1.) Interpreting and applying Office of Personnel Management position classification standards to positions to determine pay category, occupational series, title and grade level; 2.) Applying methods, principles, and practices used in the recruitment and placement process to advise on types of appointments and their appropriate application in both the competitive and excepted services; 3.) Advising on procedural and regulatory requirements governing the merit promotion process and the use of internal/external recruitment strategies to aid in strategic recruitment planning; 4.) In-depth experience utilizing United States American (USA) Staffing to post vacancy announcements and issue referral lists; experience in utilizing Defense Civilian Personnel Data System Portal (DCPDS) and Automated Stopper and Referral System (ASARS) database to facilitate HR requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
