About the Position: Serves as a senior HR Specialist performing Staffing and Recruitment and Placement assignments in the Civilian Human Resource Agency (CHRA).

Duties

Serve as a senior Human Resource Specialist performing operational and advisory services on complex staffing matters to managers, supervisors, and employees. Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. Advise supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Develop, interpret, and analyze data extracts and reports from automated personnel databases. Use automated personnel systems to manage daily operations. Mentor and conduct informal on-the-job training for lower graded human resource personnel.

Specialized Experience: One year of specialized experience which includes: Performing the full range of federal civilian recruitment and placement; providing advisory services in recruitment and placement program activities; utilizing automated human resources systems such as USA Staffing and Defense Civilian Personnel Data Systems (DCPDS); coding personnel actions in accordance with established laws and regulations; extracting and analyzing personnel reports; and conducting internal audits of personnel actions to ensure compliance with regulatory and legal requirements. This definition of specialized experience is typical of work performed at the next lower grade level position in the federal service GS-11. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsDeveloping OthersHR Information SystemsStaffing & RecruitingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
