The primary purpose of this position is to serve as a architectural/civil multi-skilled engineering technician. his encompasses designs of all architectural aspects and components of buildings and structures including building renovation and maintenance, construction of new facilities, facility planning and siting, architectural compatibility, and historic preservation.
Duties
Responsible for the development of designs, plans, specifications and programming documents involving complex military major and minor construction, such as family housing, operations and maintenance, hospital and base/installation tenant facility projects, and assignments of similar complexity.
Designs complete firm fixed price (FFP), Indefinite Delivery Indefinite Quantity (IDJQ), Simplified Acquisition of Base Engineering Requirements (SABER), and Time and Material (T&M) delivery order packages.
Provides technical and cost data for project programming.
Performs a variety of duties concerned with on-site inspection of construction and the monitoring and controlling of construction project operations.

- Employee must be available to support mobility or Readiness Center (RC) operations in an exercise or contingency situation. Irregular shift/overtime may be required

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-02, equivalent to the next lower grade GS-08 or equivalent in other pay systems. For Current and Prior Federal Civilian Employees: specialized experience can be equivalent to the NJ-02/GS-07 grade level. Specialized experience is experience in technical work in drafting, surveying, construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft where the work provided intensive knowledge of engineering principles, techniques, methods, and precedents may also be qualifying.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Two full years of graduate education or a master's degree directly related to the work of the position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge of civil engineering concepts, principles, and practices, and familiarity with other engineering disciplines and architecture.
Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.
Knowledge of standard contracting regulations, practices, and procedures as they apply to construction management.
Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and to recommend timely and economical solutions.
Ability to plan, conduct, and record site/facility surveys and inspections.
Ability to plan and organize work and coordinate with other engineering disciplines.
Ability to communicate effectively both orally and in writing and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
