About the Position: You will serve as a senior Program Analyst and Project Leader for the U.S. Southern Command Civil Affairs Persistent Engagement (CAPE), Humanitarian Assistance (HA), and Humanitarian Mine Action (HA/HMA) programs. This position is located at USSOUTHCOM Exercises and Coalition Affairs DIR, Humanitarian Assistance/Humanitarian Mine Action in Miami, Florida.

Duties

Oversee the activities of a multi-discipline team that plans and executes Civil Affairs Persistent Engagement (CAPE), Humanitarian Assistance (HA), and Humanitarian Mine Action (HMA) operations, actions, and investments (OAI) within USSOUTHCOM. Interface with Security Cooperation Office personnel and support program policies, Theater Campaign Plan priorities and objectives, and desired long-range effects. Review and provide guidance for CAPE/HA/HMA project life-cycle maintenance in the Overseas Humanitarian Assistance Shared Information System (OHASIS) program management system. Monitor project progress through milestones review and analysis of records/reports, project coordination, project approval, funding status, project execution, and after-action reporting. Review project execution and assessment against established Joint Effects milestone schedule and determine necessary adjustments required ensuring CAPE/HA/HMA security assistance goals are met. Apply analytical models and techniques enduring efficient management, coordination, integration, and execution of CAPE/HA/HMA activities in support of SOUTHCOM Campaign Plan Objectives. Apply analytical tools for project prioritization within the USSOUTHCOM area of responsibility incorporating the Commander’s priorities, U.S. Country Team mission goals, Partner Nation priorities, and USAID Country Development Cooperation Strategies. Serve as the CAPE/HA/HMA subject matter expert to the USSOUTHCOM Crisis Action Center and Future Operations Planning Team during contingency operations. Serve as the authority on laws, appropriations, directives, policies, regulations, and processes governing the CAPE Operations and Maintenance (O and M) budget and the Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) appropriation. Lead the USSOUTHCOM development of the CAPE O and M and HA/HMAOHDACA Annual Budget Submission (ABS).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • A pre-employment and recurring background investigation that includes contact with references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the selectee can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position may require deployments in support of the HA/HMA mission.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Organizational AwarenessPlanning and EvaluatingProject ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
