You will serve as an Administrative/Technical Specialist in the Hull & Deck Machinery Systems Division (44) within the Propulsion Power & Auxiliary Machinery System Department (40), or in the Life Cycle Logistics & Readiness Division (31) within the Machinery Research, Logistics & Ship Integrity Department (30) of NSWC PHILA DIV. Additional vacancies may be filled by this announcement.

Duties

You will plan, schedule and conduct projects to evaluate and recommend improvement to effectiveness and efficiency of work operations. You will analyze and evaluate work related to the program/project management to identify trends and issues. You will review plans and proposals to modify or initiate new programs/projects to analyze impact on organizational structures, staffing and administrative operations. You will monitor operation of programs/projects to measure progress towards reaching objectives and identifying problems that may impact continuing operations. You will develop new/modified work methods, organizational structures, management processes, administrative procedures for the programs, guidelines and procedures. You will gather and analyze facts to make conclusions and recommendations to program/project operations. You will provide a full range of management services essential to the operation of the organization to accomplish the organization's mission to include Business and Management Support, Financial Management, Budget Formulation and Human Resources.

Qualifications

For NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing analytical advice on administrative matters (e.g., personnel actions, position management, training and performance appraisal systems) to ensure organizational administrative processes, procedures and systems. For NT-03: Your resume must demonstrate at least one year of specialized experience at orequivalent to the NT-02 pay band (GS-5/6/7/8 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing progress towards reaching objectives and identifying problems that impact continuity of operations. Examples of Qualifying Experience may include developing work methods, processes and procedures for administrative services and operations; gathering and analyzing facts to recommend management services and administration; providing advice to all levels of an organization concerning financial management, human resources and administrative management; demonstrated ability to independently complete work assignments. Education

The following education may be substituted for specialized experience at the NT-04:
A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

The following education may be substituted for specialized experience at the NT-03:
A master's or equivalent graduate degree.
OR
Two full years of progressively higher level graduate education leading to such a degree.
OR
LL.B. or J.D. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
