About the Position: This Budget Analyst, NH-0560-03 position is located in the PEO Intelligence Electronics Warfare and Sensors Technology Applications Office Business Management Division at Fort Detrick, MD 21702.
Duties
Responsible for the interpretation of budget related laws, regulations, policies, precedents, methods, and techniques.
Provide budgetary guidance to ensure compliance with statutory and regulatory policies.
Monitor obligations/expenditures to make recommendations for the redistribution of funds within budget accounts.
Input budget data/information into financial accounting systems to include the General Fund Enterprise Business System or similar systems.
Advise managers on fund utilization, requirements and conditions.
Prepare documents needed to process budget estimates, supplemental appropriations, and allotment for higher headquarters.
Correct any findings from external audits/reviews regarding vendor pay processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Advanced in the Acquisition Career Field Business Financial Management and Cost Estimating within 48 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.
- This is a Term position intended to last for 5 YEARS.
- This position requires Financial Management Level 2 certified position must be able to obtain certification within 24 months of appointment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing duties that include: 1) Applying budget and finance regulations, procedure or processes for budget formulation; 2) Examining and processing documents such as Military Interdepartmental Purchase Requests (MIPRs), Purchase Requisitions, Purchase Obligations Contracts and other pertinent financial documents; 3) Ensuring accurate and timely execution, recording and reporting of financial transactions within the financial source system of record, General Fund Enterprise Business Systems (GFEBS) or GFEBS-Sensitive Activities.
This definition of specialized experience is typical of work performed at the next lower grade level/equivalent to the NH-02 or GS-11 grade level in the Federal Service.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent NH-03/GS-13.
