About the Position: The U.S. Army Medical Logistics Command (AMLC) Headquarters located on Fort Detrick, in Frederick, Maryland. Frederick is west of Baltimore, northwest of Washington, DC, and south of Pennsylvania; it is also close to Virginia and West Virginia.
Duties
Plan, analyze, justify, present, execute, and review the Army Medical Logistics Command (AMLC) single and multi-year budget and program requirements.
Prepare AMLC budget execution analysis and plan in concert with Defense Health Agency (DHA), Army Material Command (AMC), and The U.S. Army Communications Electronics Command (CECOM).
Address and administer all funds issued to the AMLC, to include annual funding program, allotments, allowances, obligation authorities, reimbursable, and other fund instruments.
Prepare and present budgetary briefings to the Director/Deputy Director, Chief of Staff, the AMLC Commander and other higher-level officials on a recurring basis.
Plan, direct, coordinate, and evaluate the work of technical personnel engaged in advising operating officials of budgetary programs.
Requirements
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. You must meet the certification requirements.
- Up to 10% Business Travel.
- Must obtain and maintain a Secret security clearance.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience Requirement: One year of specialized experience which includes: 1) Managing a budget program through planning, analyzing, justifying, and certifying funds for single and multi-year budget; 2) Utilizing financial systems such as General Fund Enterprise Business System (GFEBS) to execute and monitor budget; AND 3) Ensuring funds are executed and approved in compliance with established policies, procedures, and regulations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
