About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
You may need to complete a 3 year probationary period, if applicable.
This position is located at in Fort Detrick, Maryland with the 7th SIG CMD (T) 21st SIG BD.
Duties
Serve as a senior Budget Analyst for the 21st Signal Brigade providing comprehensive resource management to fully support its mission.
Review, analyze, and edit budget estimates and requests from program participants for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative justification, and conformance to guidance.
Review higher echelon documents for assigned portion of the Program Budget Guidance (PBG) depicted in a wide variety of elements of expense; analyzes impact on command programs; and recommends adjustments of command positions and funding levels.
Develop proposed budgetary guidance reflecting current and/or prior year funding levels in assigned programs for distribution to the various program participants.
Allocate funds to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding.
Develop recommendations for budgetary adjustments to support unanticipated changes in program operations.
Control selected special funding and is singularly responsible for developing detailed strategy and background documentation for presenting major segments of special purpose financial programs to higher echelon.
Prepare final reports, decision briefings, progress reviews or other products for the purpose of defending and justifying financial program levels and to assist decision makers.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

To qualify based on your experience, your resume must describe 3 years specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by experience implementing budget policy and procedures; identifying and analyzing spending trends, obligations, expenditures, and reimbursements; and establishing financial management procedures for continual review; experience using a financial and procurement management systems such the General Fund Enterprise Business System (GFEBS).
