ABOUT THE POSITION: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Materiel Command, is the lead medical biological defense research laboratory for the DOD Chemical Biological Defense Program. Duties

Develop concise detailed instructions for Headquarters activities for preparation of budget submissions. Utilize the General Fund Enterprise Business Systems (GFEBS) to process financial transactions. Interpret reports and make detailed projections for annual budget execution. Manage the processing of budget transactions. Provide complete oversight of funds and issues pertaining to the laboratories and/or activities budget. Serve as funds certification officer. Lead personnel in the accomplishment of program goals and efficient work processes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain Secret Security Clearance.
  • Financial Management Certification required in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Qualifications

USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. Specialized Experience: One year of specialized experience which includes: (1) Managing all phases of the budget process to include budgeting, allocation and execution of funds; (2) Providing analytical support for budgetary activities to include budget formulation and budget execution; (3) Processing and managing transactions in the General Fund Enterprise Business System (GFEBS); AND (4) Providing advice regarding budget operations and interpretation of budgetary legislation, policies, and precedents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-03/GS-12). Some federal jobs allow you to substitute your education for the required experience above in order to qualify. For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted.
