This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Budget Officer with overall responsibility for the Technology Applications Office (TAO) formulation of budget request and execution of approved annual operating budget for the assigned programs.
Duties
Evaluates the effectiveness and utilization of resources, and redirects efforts by revising priorities, changing emphasis, and transferring resources between projects to ensure efficient and economical management.
Establishes controls over program schedules and resource requirements to ensure their synchronization across assigned programs to include related external activities.
Analyzes and interprets the status of the resources required, and availability, for the various projects in providing advice which significantly impact program milestones and accomplishment to the Commander.
Keeps informed of current developments in the functional field by studying technical literature, attending and participating in meetings, and through correspondence with counterparts in other organizations.
Provides expert advice and guidance on all accounting policy matters to internal and associated external customers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year probationary period may be required.
- Must be able to obtain and maintain a Top-Secret clearance with SCI requiring Drug Testing.
- This position requires occasional temporary duty (TDY).
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually and thereafter.
- Incumbent must execute a 3-year tenure agreement.
- Level 3 Financial Management Certification must be obtained within 3 years of entry on duty.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Financial Management Certification within 48 months of entrance on duty.
- This is a Critical Acquisition position. 4 years of acquisition experience are required.

Specialized Experience: One year of specialized experience which includes: (1) Serving as a subject matter expert managing budget and financial management functions for an organization; (2) Advising program managers on fund information for allocation and execution; (3) Preparing and submitting budgetary reports for internal and external distribution; and (4) Interpreting legislation governing budget formulation and execution for acquisition management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
