This position is located in the Grants Management Branch (GMB), Division of Extramural Activities, National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), National Institutes of Health (NIH), U.S. Department of Health and Human Services (HHS).
Duties
Provide higher management with reports, evaluated information, budgetary proposals and similar products necessary for effective direction of program operations.
Employ advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs.
Adapt existing analytical methods and techniques to specific issues and develops new approaches to resolve complex productivity problems and issues.
Establish study methods and techniques to be utilized in complex studies and audits.
Develop modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of program operations.
Responsible for interpreting findings resulting from studies that are independently developed.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-11 level, if you meet one of the following qualification requirements:
A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing the effectiveness, efficiency and productivity of conventional problems involving program operations; reviewing the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; gathering and organizing statistical information to improve the effectiveness and efficiency of program operations; and drafting recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations; OR
B. Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related.; OR
C. Possess a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
You qualify at the GS-12 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing and measuring the effectiveness, efficiency and productivity of organizational programs; performing studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; implementing procedures to improve the effectiveness and efficiency of program operations; and recommending and implementing operations solutions to senior management.
