Salary for GS-11 $82,633 - $107,421.
Salary for GS-12 $99,044 - $128,752.
Duties
You will serve as single point of contact for decisions and coordination relative to the management of the Utilities Supervisory Control and Data Acquisition (SCADA) and Utilities Control System (UCS).
You will be responsible for standardization and planning of utility inspections, targeting, planning, and monitoring work progress.
You will prepare engineering studies, analyses, and calculations which specify SCADA/UCS metering and monitoring for facilities.
You will provide a broad knowledge of utilities systems management including a thorough knowledge of basic electrical and mechanical principles, systems, circuits, equipment, and controls including the ability to use mathematics.
You will serve as liaison with external utility companies.
You will prepare engineering reports, and correspondence for customers, their major claimants, and congressional committee review.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:
1) Ability to monitor the operations and determining maintenance requirements for a complex, Supervisory Control and Data Acquisition (SCADA) system and Utilities Control Systems (UCS) equipment;
2) Ability to program microprocessor-based distributed-processing SCADA and UCS systems and their components (programmable logic controllers (PLC), data gathering panels, remote terminal units (RTU), and central processing units, (CPU);
3) Prepare and interpret technical drawings for system modifications, improvements, and installations on the existing distribution system;
4) Using instruments to measure electrical systems such as KW meters, Power Factor Meters, and Power Consumption Meters, Power Quality Meters as well as instruments used to evaluate communication problems; and
5) Performs final evaluation of newly installed or modified SCADA, UTC equipment.
GS-11 position: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing engineering test equipment to assist in conducting field analysis of utility system problems; 2) Assisting with using engineering test equipment and instruments to conduct field analysis; 3) Assisting in monitoring operations and determining maintenance requirements of the computerized SCADA and UCS systems ; 4) Interpreting technical drawings for system modifications, improvements, and installations on existing distribution systems; 5) Assisting in selecting, adapting, and applying SCADA and UCS principles and techniques to specific problems that are identified; 6) Utilizing precision measuring devices and instruments to monitor and measure utility consumption.
