Duties

Prepares briefings and reports on program status and/or recommended action to leadership and appropriate individuals. Utilize computer-based information systems to facilitate program management processes. Demonstrate ability to clearly and effectively articulate, presents, and promote varied ideas and issues (to include sensitive or controversial topics) before management. Collects and analyzes data and information to assess performance to specific goals and to identify programmatic risk areas or deficiencies that may impact the attainment of program goals at subordinate installations. Integrates program services for the Alcohol Substance Abuse Program, Administrative Services Division, and Education. Analyzes and resolves conflicting issues and works with Garrisons, DHRs, HQ IMCOM Functional Chiefs to ensure management studies accurate documented mission requirements. Ability to prepare presentations of sensitive and sometimes controversial material and provide recommendations to higher authority and other government agencies. Manages staff actions requiring Command review, both internally and externally.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience: One year of specialized experience which includes coordinating work that supports the functions of the Army Substance Abuse program or the Administrative Services Division program; providing technical advice and guidance on civilian human resources (HR) programs, policies, and procedures; manage and staff HR actions; analyzing and recommending solutions to resolve civilian human resources problems; evaluating and recommending overall plans and proposals for complex civilian human resources projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
