Duties

The incumbent reviews, plans, executes and manages IT infrastructure projects of varying scope and size ranging from local field site specific projects to larger, complex, enterprise-wide projects. Evaluates project requirements and translates into workable tasks and ensures they comply with applicable laws, regulations, and policies. Negotiates with senior leaders and supervisors to obtain minimum required resources to accomplish assigned projects. Presents kickoff meetings, communicates with others, including leadership through a series of briefings, meetings, In-Process-Reviews (IPRs). Leads multi-disciplined IT project teams composed of civilian, military, and contractor technical staff in the development and execution of IT-focused Plans of Action and Milestones (POAMs). Evaluate budget, analyze assumptions and risks, and reviews contingency plans to ensure project efficiency. Leads or assists in planning Site Assessment Visits (SAVs) to assist in assessments on new/implemented IT capabilities.

Qualifications

To qualify for a IT Project Manager (PLCYPLN), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Conducts In-Progress Reviews (IPRs) with senior leadership and other stakeholders to ensure project scope, schedule, and costs are consistent, relevant, and synchronized with organizational goals and policies. Analyzes, synthesizes, and implements requirements and developing, executing and tracking short, mid and long-range planning objectives and priorities and ensuring their timely completion within budget constraints. Manages the planning, development, execution, implementation, and testing of IT-focused projects and manages multi-faceted teams of IT personnel. Proposes reviews of contracts and their specifications, statements of work, performance work statements and leads/participates acquisition process teams. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
