This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as first line supervisor of the review and analysis functional area in a Project Management Office (PMO).
Duties
Plans and directs activities of employees engaged in the acquisition and operations of a project office responsible for major capabilities acquisition including managing weapon system resource requirements and developing long-range program plans.
Independently reviews and assesses the total program in terms of objectives, progress and deficiencies, including contractor and other Government agencies performance.
Directs accomplishment of assigned area(s) by making necessary adjustments, modifications, and revisions to meet objectives and remains well-informed of current trends, tendencies, developments, and overall status of activities.
Serves as expert advisor and consultant and is recognized as a leading authority in subject matter field.
Assists subordinates in preparing career plans, develops their work performance standards, observes workers' performance, and periodically evaluates it.
Requirements

- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: Five years of specialized experience which includes: 1) Reviewing and analyzing a wide range of management programs and policies; 2) Provide general and specific management oversight of subordinates regarding assigned program initiatives, to ensure effective program implementation and consistency with existing policies on a long-term basis; 3) Represent the assigned area in conferences/meetings that require extensive preparation to exchange information, in budget formulation, defend the budget, prepare issue sheets and justifications to any proposed cuts.4) Experience coordinating Army Program Budget Briefs (APBB), Program Objective Memorandum (POM), and Strategic Portfolio Analysis Review (SPAR) with all stakeholders; 5) Experience in all facets of Acquisition Reporting.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS- 13).
