You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will manage inventory plans, analyze and provide property support to Regional, and Installation Base Accountable Property Officers (APOs) worldwide.
You will gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/execution
problems.
You will review, coordinate and analyze financial and property guidance issues with higher-level organization managers (e.g. OPNAV, FMB, Program Directors) and Regional APOs to resolve them.
You will reconcile DPAS, DCM, and property inventory reports.
You will analyze data to prepare for, develop alternatives, perform DPAS maintenance, process property corrections and make recommendations to resolve
asset management problems.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications
To qualify for the GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties in regard to property management and support: 1) Providing financial advice and policy information to customers in accordance with standard operating procedures and practices; 2) Utilizing multiple financial systems to process and document financial transactions; 3) Analyzing and resolving various financial issues; 3) Preparing financial briefings to senior leadership; and 4) Performing non-labor accounts maintenance and process accounting corrections to adjust incorrect financial postings. To qualify for the GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties in regard to property management and support: 1) Providing financial advice and policy information to customers in accordance with standard operating procedures and practices; 2) Utilizing various automated financial systems to analyze and execute reports; and 3) Preparing and understanding the usage of various funding document types.
