This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Facilities Department of CARDEROCK DIV NS.

Duties

You will develop detailed contract specifications, estimating the costs of labor, materials and equipment, participating in contract negotiations. You will coordinate/inspect performance of the contractors' work, track financial expenditures and ensure costs are within budget for all assigned contracts. You may be assigned as the lead COR. You will develop metrics for management personnel on progress of assigned contract services. You will perform field inspections and evaluate overall construction/repair and service contract work. You will prepare reports and communicates with technical codes and internal management relays important information gathered to COR. You will interface with Government and Contractor personnel to request services. You will investigate reasons for low productivity and customer complaints and will provide corrective action or refer to management as appropriate.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-09/10 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and reviewing requirements for preparation of cost estimates/contracts for construction or repair work on industrial equipment or associated facilities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree; OR

Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree; OR

Successful completion of an LL.M. degree that is related to the position being filled; OR

A combination of experience and graduate education as described above that equates to one year of experience.
