This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Hospital and Ambulatory Policy Group (HAPG), Division of Practitioner Services (DPS). As a Supervisory Health Insurance Specialist, GS-0107-15, you will serve as Director, an authority on the scope of Medicare benefits with respect to developing, evaluating and implementing payment policies for such services.

Duties

Negotiates schedule, cost, and deliverables with project teams, functional activity groups, and business partners within and outside of the Agency regarding sensitive and controversial program and project issues. Coordinates all facets of the Division’s work by mobilizing a diverse staff of health insurance professionals focused on defining the scope of Medicare benefits for services furnished by physicians, CORFs, and non-physician practitioners. Provides expert consultation to staff and leadership of other components on technical and policy issues in areas of common interest. Ensures that the Division’s work supports CMS’ and HHS’ strategic plans, mission, vision, and values. Communicates and integrates the strategic priorities into the team strategies, goal, objectives and work plans, products, and services. Oversees work to develop written products, including regulatory and associated support materials for the Physician Fee Schedule, briefing documents, correspondence, contractor evaluations, project evaluations and reports, and issue papers.

In order to qualify for this GS-15 position, you must meet the following: you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Developing, evaluating, or maintaining policies, regulations, standards, or instructions that define the administration of health benefit or insurance programs, such as those related to professional or hospital services; AND (2) Developing short or long-term goals, budgets or plans related to the administration of health benefit or insurance programs; AND (3) Planning, organizing, or assessing the work activities of teams (e.g. setting and adjusting short-term priorities, preparing/adjusting schedules for completion of work), including contractors; AND (4) Advising, leading, instructing, or managing the development and implementation of policy or operations related to program goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
