You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the LIFE CYCLE MANAGEMENT DIVISION of CARRIER PLANNING ACTIVITY.

Duties

You will serve as the Class Maintenance Plan (CMP) Management Branch Manager and provide technical and administrative supervision to program managers, engineers, and engineering technicians. You will provide programmatic and technical support for the following: Aircraft Carrier Class Maintenance Plan, CDMD-OA, CMP database (including Standard Work Statements, and Corporate Planning Estimates and Long Range Maintenance Schedules. Provide programmatic/technical support for Carrier Class Maintenance Plan (e.g., Standard Work Statements, estimates and maintenance schedules), CDMD-OA, CNO avail budgets ("9-Step" process) and collection/trending of work estimates and return costs. You will perform studies to determine feasibility of modifying availability schedules, duration, intervals or size to support operational cycles. You will manage and lead specific special projects as assigned and facilitate working groups that develop solutions, specifications and processes to resolve complex problems. You will provide support to the Carrier Planning Activity (CPA), PEO Carriers (PMS312), the Type Commanders, aircraft carriers and industrial activities for the improvement of technical accuracy You will perform studies to determine feasibility of modifying availability schedules, duration, intervals or size to support operational cycles. You will represent CPA on projects and studies performed through other government activities to ensure work performance is in concert with established objectives, priorities, and deadlines. You will fall under the direct supervision of the Life Cycle Management Division Manager and act on his/her behalf in his/her absence, or as otherwise directed.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-02 (GS-11) grade level in the federal service or equivalent experience in the private or public sector "Leading technical and administrative analysis to develop and implement recommendations or solutions for complex problems with ship programs."
