You will serve as a FINANCIAL MANAGEMENT ANALYST in the FUND PROCESSING OFFICE (FPO), CODE 11130 WITHIN THE FINANCE COMPETENCY (10000) of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will develop, implement, and administer the Center's Navy Working Capital Fund (NWCF) operations in the area of Funds Processing within the Comptroller Office. You will review and process incoming fund documents, researching and closing out documents, creating and updating desk guides, performing peer audits for work performed by technicians, and reviewing and resolving complex billing issues. You will provide guidance and expertise for managing day-to-day workload within assigned areas. Incumbent will be using a wide variety of financial systems that include, but are not limited to, Navy ERP/SAP and COBRA. You will develop interpretations and update procedures resulting from analysis of FIAR requirements related to Funds Processing within the NWCF. You will be considered a subject matter expert on incoming funds and invoicing issues, trouble-shoot and resolving a variety of multifaceted financial issues, preparing presentations and briefing the subject matter as required.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing, implementing, and administering the Center's Navy Working Capital Fund (NWCF) operations in the area of Funds Processing within the Comptroller Office.
