This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located Fort Bliss Texas.
Duties
Analyzes trends and developments in budget planning, programming and execution and develops recommendations concerning assigned appropriations.
Provides budget and program advice in the development of the budget.
Reviews and analyzes budget requests provided by the Garrison Staff Directorates budget forecasting, mentoring and training Garrison Staff Directorates personnel in regard to budget planning, programming and execution.
Advises and/or assists junior analysts and works to develop effective team synergy and strong customer support.
Ensures programs are closely monitored ensuring equitable and timely funds transfer and adjustment
Independently carries out budget objectives and policies to reflect the United States, Army Garrison.
Negotiates with other resource management personnel within the installation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period .
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated. Must be completed within two years of start date.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience One year of specialized experience which includes 1) monitoring obligations and/or expenditures of an annual budget; 2) preparing budget estimates for assigned programs; and 3) using automated financial systems to extract financial data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages
