About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Shafter, Hawaii.

Duties

Serves as a Management Analyst in the Resource Management Division of the 516th Signal Brigade. Covers the Brigade area of responsibility (Alaska, Honolulu, Japan, Kwajalein, and Guam). Responsible for the Installation Support Agreement (ISA) program and provides support to the execution of TDA personnel and equipment management and the Risk Management and Internal Control (RMIC) program. Coordinates and reviews agreements (e.g., MOAs, MOUs, and FS Form 7600A) for installation organizations and external government agencies. Provides Staff Directors with specific guidance for changes to be made or allowed during TDA development.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized experience would be demonstrated by having experience in support agreements, Risk Management Internal Control and Manpower; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures; analytical ability and knowledge of methods used to gather, analyze, and evaluate information related to Risk Management and Internal Control (RMIC) program; ability to conduct meetings, negotiations, and briefings as required to implement and publicize the support agreements and RMIC programs.
