About the Position: Serve as a Financial Management Analyst in support of the Fires Center of Excellence (FCoE), Fort Sill, OK, with a focus on programming, budgeting, acquisition, resourcing and internal controls. Participate in developing, formulating, and coordinating FCoE's budget and resources to include budget execution and review; analysis; maintenance of budget documents; and preparation of required reports and other inputs to higher headquarters.

Duties

Review financial guidance to ensure accurate allocation of funds. Conduct budget administration for organizations in the institutional training base. Prepare budgetary administration correspondence for distribution to management and supported organizations. Perform all aspects of budget and financial management tasks, functions, practices, procedures, including adherence to fiscal law, regulations, procedures, guidelines, and functions. Develop, review, and process acquisition management oversight (AMO) packages for supply and service contract. Apply technical knowledge of Army financial systems of record in the performance of budget administration and financial management duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.
  • NOTE: If you are applying for the GS-05 or GS-07 level and you are NOT a current civilian employee with the Department of the Army, you will be required to complete an Administrative Careers With America (ACWA) examination upon selection.
  • Incumbent must possess or be able to obtain and maintain a secret security clearance.
  • Incumbent must obtain and maintain a Fiscal Law Certification.
  • Position requires official travel 10% of the time.
  • This position requires obtain a Financial Management Certification Level 1 for GS07 and Level 2 for GS-09 grade and above. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, accounting, or finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Provide guidance regarding budget administration processes to ensure regulatory compliance throughout the organization.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, accounting, or finance. (NOTE: You MUST submit a copy of your transcript with your application package).

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
