About the Position: This position will serve as a Supervisory Resource Management Specialist (FMS) with G8, Fires Center of Excellence (FCoE) located at Fort Sill, Oklahoma. The incumbent of this position will integrate and synchronize FCoE's Foreign Military Sales (FMS) requirements with PPBE and TRAS requirements, and the ARPRINT.

Duties

Integrate and synchronize resource management functions for foreign military sales (FMS) and the Army program for individual training (ARPRINT). Develop resourcing and funding strategies for an institutional training base. Lead financial management governance process. Formulate and implement strategies to improve business performance. Establish and maintain key performance indicators using data analytics. Analyze and evaluate financial system business intelligence reports. Develop and present fiscally sound and legal resourcing solutions to the command. Program and plan for future resource requirements. Conduct cost-benefit analyses for planned and unplanned changes to program. Perform supervisory duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Temporary Duty Travel (TDY) is required approximately 10% of the duty time.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually,
  • in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS12 or above). You will be evaluated on the basis of your level of competency in the following areas: Financial AnalysisLeadershipOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
