About the Position: Serves as senior action officer on studies and projects related to resource management, mission/program execution, manpower, management, contract management oversight, and managerial accounting; and Deputy G-8 of the Fires Center of Excellence (FCoE), Fort Sill, OK with responsibility to assist in the planning, coordination and supervision of all matters pertaining to Deputy Chief of Staff, G-8 activities, with delegated authority to serve as Deputy Director.

Duties

Serves as principal advisor and technical expert on financial management activities. Provides oversight regarding fiscal policy and law, risk analysis, Internal Management Controls, civilian payroll, manpower, accounting and budget, contract management oversight, and programming issues. Exercises responsibility for continued development, coordination and evaluation of an effective integrated resource management program that maintains balance/perspective between various components of system of financial and general management. Supervises a subordinate staff consisting of civilians in a variety of support fields, and oversees the work of contractors. Responsible for oversight and management of FCoE’s financial information architecture, content, access authorization, and security. Formulates recommendations and advises senior FCoE managers on financial information format, content, storage and access. Reviews internal accounting operations and determines the methods and systems required to accomplish the organization's mission and to effectively account for funds, manpower, property and other FCoE resources. Implements and recommends revisions to existing systems based on results of studies. Formulates recommendations and advises senior FCoE managers on financial information format, content, storage and access. Develops long range planning and policy formulation in connection with prospective changes in function and programs for resource requirements. Exercises position management responsibilities, assuring subordinate positions are designed and structured to ensure optimum efficiency, effectiveness, and economy.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Temporary Duty (TDY) is 15%.
  • Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012

Specialized Experience: One year of specialized experience which includes the following:1) Performing full scope of budget administration duties (programming, formulating, presenting, and executing). 2) Manage subordinate personnel workload to ensure maximum efficiency and integration of the various programs and systems; 3) Provide advisory services including financial information, trend analysis, cost estimate, budget, and accounting guidance to managers and staff to ensure compliance with regulatory policies and procedures; and 4) Analyze organizational budget and manning guidance, to include both narrative and quantitative portions, to determine impact of changes on assigned programs and funding levels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
