About the Position: This position serves as an expert in financial systems development, implementation, analysis, and oversight on resource and financial management issues.
Duties
Analyze multiple year financial management execution trends to develop predictive factors.
Manage and administer overall budgetary management system in compliance with statutory and regulatory guidance.
Provide budget and financial guidance and technical assistance.
Develop long-range work plans and schedule to implement organization’s goals and objectives.
Plan and assign work based on priorities, requirements of assignments and capabilities of employees.
Evaluate performance of subordinate personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires you to complete Department of Defense Financial Management Certification Level 2 within 2 years of entrance into the position.
- You must complete the requisite training every 2 years thereafter to sustain certification in accordance with DoD Instruction 1300.26, Operation of the DoD Financial Management Certification Program.

Specialized Experience: One year of specialized experience which includes
Experience interpreting and applying financial management and administrative principles, practices, methods, and techniques to plan, program, budget, or develop short- and long-term workforce and budgetary controls;
Experience utilizing financial computer software programs to formulate a multi-functional, multi-million dollar, or multi-year appropriation budget and financial management program;
Experience analyzing workload trends or cost analysis studies using qualitative or quantitative techniques to measure program effectiveness; and
Experience leading, directing, or assigning work of personnel.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
