Duties

You will manage software and systems functionality to ensure systems meet organizational requirements. You will manage a computer network defense (CND) risk management program to ensure compliance with an organization's information technology (IT) policies. You will manage software related projects to ensure accurate and timely completion of project goals and objectives. You will plan, direct, and monitor information technology (IT) projects that involve the overall development, integration, information assurance coordination, status reporting, and stability of project-oriented work efforts. You will develop standard code documentation for an information technology (IT) program.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For all positions, individuals must demonstrate they have experience in each of the four competencies listed below; the experience does not have to be IT-related. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to experience demonstrating the four competencies above, for the GS-5 (or equivalent pay band) you must have one year of specialized experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector demonstrating 1. Minimal level technical proficiency in software development, data science, and/or data systems. 2. Some background with and ability to acquire software development and/or data system development support skillsets. 3. Minimal knowledge of technical systems, system design, software development, data science, and/or data structures. 4. Minimal level system/software development skillsets and/or data structures/science design and development skillset In addition to experience demonstrating the four competencies above, for the GS-7 (or equivalent pay band) you must have one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector demonstrating 1. Entry level technical proficiency in software development, data science, and/or data systems. 2. Background with and ability to acquire software development and/or data system development support skillsets. 3. Basic knowledge of technical systems, system design, software development, data science, and/or data structures. 4. Entry level system/software development skillsets and/or data structures/science design and development skillsets. Education

Applicants may substitute education for experience in the following situations:

FOR THE GS-05 (or equivalent pay band): Your resume must demonstrate that you have successfully completed a four year course of study leading to a bachelor's degree.

FOR THE GS-07 (or equivalent pay band): Your resume must demonstrate that you have successfully completed one full year of graduate level education
-OR-
You have successfully completed a bachelor's degree with superior academic achievement.

Education must have equipped you with the competencies/knowledge, skills, and abilities necessary to do the work of this position.
