You will serve as a GS-2210-14 (PLCYPLN) IT PROGRAM MANAGER in the NAVFAC Information Technology Center (NITC) of the Headquarters (HQ) Command Information Office (CIO) for the Naval Facilities Engineering Systems Command (NAVFAC).
Duties
You will identify and address IT workforce planning and management issues, such as recruitment, retention, and training.
You will conduct audits of IT programs and projects.
You will ensure the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of planning and management services.
You will develop and present briefings to peers, upper management, and business line leader staffs, on complex IT issues, project status, and recommended actions.
You will make improvements, solve problems or take corrective action when problems arise.
You will participate in phase, milestone or final project reviews with system owners/sponsors.
You will perform "needs" analyses to define opportunities for new or improved business process solutions.

- This position is designated as IT II , Noncritical-Sensative position. You must obtain and maintain the credentials as described in SECNAV M-5510.30, paragraph 5-3(c)-8).
- You will be required to obtain and maintain a Information Technology (IT) Level III certification.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following:
1) Evaluating current and future business system technical environments based on functional requirements;
2) Managing IT investment across multiple business systems;
3) Analyzing metrics to measure and evaluate systems performance and total cost of ownership;
4) Reviewing feasibility studies and trade-off analyses and collaborating to prepare business cases for the application of IT solutions;
5) Implementing, monitoring and updating project plans;
6) Delegating and monitoring IT projects; and
7) Participating with technical teams, functional stakeholders, sponsors to achieve IT goals.
