You will serve as a Supervisory Information Technology Cybersecurity Specialist (PLCY/PLN) in the Command Information Office as the Cybersecurity Policy & Governance Director of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.

Duties

You will lead all efforts associated with information security systems, ensuring cybersecurity policy and governance processes are established and followed, to include management and oversight of Cyber Workforce program training. In addition to Cyber Workforce program training, you also be accountable for enterprise metrics and reporting requirements, appropriate security patches and authority to operate (ATO) has been obtained for applications, IT/OT systems, and networks. You will lead a team of military, civilian, and contractor support personnel in planning, developing, and coordinating agency-wide cybersecurity programs and strategies. You will represent the organization on senior work groups established to develop government or department-wide cybersecurity policy initiatives and solutions to critical issues. You will manage systems security evaluations, audits, inspections, and reviews.

  • You will be required to obtain and maintain an interim and/or final top secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Cyberspace Workforce position, work role code 752, proficiency level - Advanced. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
  • This position may require travel, 25% of the time or less, from normal duty station to CONUS and OCONUS. You must be able to travel on military and commercial aircraft.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying IT and OT cybersecurity expertise to develop new theories, concepts, principles, standards and methods for an organization; 2) Guiding a large organization to final authority to operate an information system, Facility Related Control System (FRCS), or network in a specific security mode; 3) Planning and coordinating the development of specifications to meet security requirements at an agency level; and 4) Leading the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities.
