You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the NAVFAC INFORMATION TECHNOLOGY CENTER (NITC) of NAV FAC ENG AND EXPEDITIONARY WARFARE CTR.

Duties

You will establish work performance standards/objectives for assigned competencies for every grade level of employee. You will perform a wide range of competency skills management for the assigned division. You will develop divisional policies/standard operating procedures. You will define competency skill levels and certifications within a grade and allocate Division resources as appropriate to support the IT systems and projects.

Requirements

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

REQUIREMENT: This position is a Cyber Workforce position. You must obtain and maintain qualifications in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies, for work role Strategic Planning and Policy proficiency level Advanced within 9 months of appointment. ---------------------- Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing personnel, project, and programs to accomplish enterprise architecture goals/objectives; 2) Providing authoritative direction and leadership of a team, unit, or organization with varied clients and stakeholders; 3) Promoting IT or procedural solutions do deliver solutions that support mission; 4) Managing projects for a complex organization including IT investment, systems development, or information security and assurance; 5) Setting effectiveness, efficiency, productivity, and management/internal control standards. 1) Managing personnel, project, and programs to accomplish enterprise architecture goals/objectives; 2) Providing authoritative direction and leadership of a team, unit, or organization with varied clients and stakeholders; 3) Promoting IT or procedural solutions do deliver solutions that support mission; 4) Managing projects for a complex organization including IT investment, systems development, or information security and assurance; 5) Setting effectiveness, efficiency, productivity, and management/internal control standards. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
