You will serve as an IT Program Manager (PLCYPLN) in the Command Information Office (CIO) Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters. This position may be filled remotely by qualified employees who reside within the local commuting distance of any of the locations listed.

Duties

You will serve as the program lead for a significant program with Command-wide or enterprise-wide impact, performing program management that may include analyzing and evaluating quantitative and qualitative data to support strategic decision making. You will lead IT project teams in a visionary and collaborative customer-focused manner, managing hardware, software, systems, services, engineering, integration and documentation activities to provide and maintain fully functional IT capabilities. You will support the NAVFAC CIO in the development of the overall mission, goals, plans, programs and business priorities. You will facilitate assigned program/project activities which include IM/IT/OT consolidation, interfaces and interoperability, elimination of duplication, contingency planning and maintenance activities. You will interpret IT policy and translate policy into achievable actions. You will interpret and write guidance using various channels of communication to develop operating procedures, policies, and processes.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area - Cyber Policy and Strategy Planner level II within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position will require travel, 25% of the time or less, from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: 1) Applying project management principles that include cost, schedule, resources, reporting and data analysis; 2) Researching, extracting and using data to analyze and evaluate the effectiveness of systems, business processes, and management controls; 3) Interpreting policy and translating policies into achievable actions; 4) Applying knowledge of DoN missions, priorities, and programs, as well as programs and functions of subordinate activities in order to review and coordinate planning and implementation actions enterprise wide; 5) Preparing and presenting fact-based findings and recommendations and/or selling and implementing new ideas and concepts to senior leadership and CIO support line leadership; and 7) Applying expertise in telecommunication technologies to support an enterprise with recommendations for existing systems and planning upgrades. In addition, your resume must show expertise in the following areas: attention to detail, customer service, oral communication, and problem solving.
